3PL and fulfillment for skincare brands

Who stores your stock and packs your orders: your own shelf, a 3PL, or a marketplace program. What a warehouse must handle for cosmetics, how fees are built, and what works in each country.

Short answer

Most skincare brands start by packing orders themselves or with a small 3PL (third-party logistics warehouse), then add Amazon FBA, Walmart Fulfillment Services or Fulfilled by TikTok once a marketplace sells. For cosmetics the warehouse must record the lot number and expiry date of every unit, pick the earliest expiry first, keep an SDS on file per product, store stock away from heat, and be able to handle any alcohol-based or aerosol products as dangerous goods. Compare 3PLs on receiving, storage, pick and pack and materials fees with your own order profile, and keep each marketplace's own expiry and hazmat rules in mind.

The fulfillment options

Fulfillment is everything between stock arriving and an order reaching the customer: receiving, storage, picking, packing, shipping and returns. You can do it yourself, pay a warehouse to do it, or let a marketplace do it for orders on that marketplace.

Direct from KoreaParcels ship from Korea to each customerSamples and tests only; slow, and duty and paperwork hit every parcel

Shipping consumer orders one by one from Korea rarely works for a brand. The US suspended duty-free de minimis entry for low-value parcels in August 2025 and made the suspension indefinite in CBP rules in June 2026, and the EU added a flat customs duty on low-value parcels from July 1, 2026, so each parcel now carries duty and clearance. Import in bulk and ship from a warehouse in your market; see the HS codes and duties guide.

TikTok Shop's US rules have moved during 2026. Several sources reported a plan to require TikTok-managed shipping from March 31, 2026, and later reports said seller shipping would stay. Check the current options in your Seller Center before you plan around FBT.

What a 3PL needs for cosmetics

Skincare is not hard to store, but it has rules a general warehouse may not follow. Ask about each point before you sign.

  1. Lot and expiry tracking.

Every carton and unit carries a batch (lot) number and, where you print one, an expiry date. The warehouse should record both at receiving and show them in your inventory report. Without it you cannot pull one batch in a recall; see recalls and adverse events.

  2. FEFO picking.

FEFO means first expired, first out: the unit with the earliest expiry ships first. FIFO (first in, first out) is the usual default and is not the same thing when lots arrive out of order.

  3. Shelf-life rules per channel.

Marketplaces reject stock close to expiry. Walmart's fulfillment service treats items within 60 days of their expiration date as problem inventory, and Amazon has its own expiration rules for FBA. Your 3PL should flag short-dated lots before you send them to a marketplace.

  4. An SDS for every product.

A safety data sheet (SDS) describes hazards, handling and transport. Warehouses, carriers and Amazon ask for it. KoreanOEM supplies an SDS (MSDS) with every product.

  5. Temperature.

Most creams, serums and toners are fine at normal room temperature, but heat and freezing can split emulsions or change texture. Stability tests check a product at raised temperatures for a period; they do not cover weeks in a hot container or an unheated warehouse in winter. Ask where your stock sits in summer and winter. Walmart's WFS, for example, does not accept items that need temperature control.

  6. Dangerous goods.

Alcohol-based products with a low flash point and aerosols are dangerous goods for transport. The warehouse needs hazmat storage and carriers set up to ship them. Walmart WFS does not accept items classified as fully regulated hazardous materials. Read the hazmat shipping guide.

  7. Kitting and inserts.

Gift sets, sample sachets and leaflets are assembled by the warehouse. Each kit needs its own SKU and barcode; see barcodes by sales channel.

  8. Wholesale and retail compliance.

Shops and chains want cartons and pallets labeled to their routing guide, sometimes with EDI orders and advance ship notices. Check that the 3PL does retail shipping, not only parcels. Our retail-ready packaging page covers carton labels.

How 3PL fees are built

3PLs price in different units, so two quotes rarely compare at a glance. List every line below, then price one typical month of your orders with each quote.

We do not publish typical prices because they vary by country, city, volume and product size. Ask three warehouses for a quote on the same order profile: SKUs, units per order, orders per month, carton sizes and where your customers are.

Amazon FBA uses its own fee set, published on its FBA pages: a fulfillment fee per unit based on price, size and weight, monthly storage based on the space your stock takes (calculated from daily average volume in cubic feet), a surcharge on stock held more than 181 days, an inbound placement fee, returns processing for some orders, and fees for removal or disposal.

A common setup for a brand that sells on Amazon and its own store: keep most stock at a 3PL, send Amazon what it will sell in the next 4 to 8 weeks, and refill from the 3PL. That keeps FBA storage fees down and protects you if Amazon limits inbound space. For listing rules and FBA prep, see selling skincare on Amazon and our checklist on what Amazon and TikTok Shop check.

Fulfillment by country

You need a warehouse in, or close to, every market where you sell in volume. Each market also needs an importer, and some need a local responsible person whose name is on the label; a warehouse does not take that role unless it agrees to in writing.

MarketMarketplace fulfillmentWhat to know
United StatesAmazon FBA and MCF, Walmart WFS, Fulfilled by TikTokLarge 3PL market. You need an importer of record, a customs bond for formal entries and labels that meet FDA and MoCRA rules.
United KingdomAmazon FBA UKA UK Responsible Person and SCPN notification before sale; import VAT. A UK 3PL does not replace the UK Responsible Person.
European UnionAmazon FBA in several EU countries, including Pan-European FBAAn EU Responsible Person and CPNP notification. Storing stock in a country can create a VAT registration duty there, so check before you spread stock across countries.
CanadaAmazon FBA CanadaBilingual labels and a Cosmetic Notification Form. Serving Canada from a US warehouse can cost the Korea-Canada FTA rate if direct transport rules are not met; ask your customs broker.
AustraliaAmazon FBA AustraliaThe importer registers with AICIS; GST at import. Long distances make a local warehouse worth it early.

How to choose a 3PL

  1. Write your order profile.

SKUs, average units per order, orders per month now and in 12 months, share of wholesale, channels, and the countries your customers live in.

  2. Shortlist 3 to 5 warehouses

near most of your customers or your main port of entry. Ask other brands in your niche who they use.

  3. Ask the cosmetics questions.

Lot and expiry capture, FEFO, SDS handling, temperature in summer and winter, hazmat capability, returns rules for opened products, recall support.

  4. Check the integrations.

Your store platform, Amazon, TikTok Shop, Walmart and any wholesale EDI. Ask for a demo of the client portal and inventory report.

  5. Price one real month.

Put the same month of orders through every quote, including materials and minimums.

  6. Read the contract.

Term and notice, liability for lost or damaged stock (often capped low; check your own insurance), who owns the data, and how you get your stock out if you leave.

  7. Start with a test.

Send a small first shipment, place test orders to yourself, and check packing quality and speed before moving all stock.

Onboarding a 3PL, step by step

  1. Product data.

Send each SKU's barcode, dimensions, weight, units per carton, lot and expiry rules, and the SDS. KoreanOEM's packing list gives carton counts, sizes and weights per shipment.

  2. Inbound appointment.

The 3PL issues an inbound reference (often called an ASN or receiving order). Give it to your forwarder with the delivery address and hours.

  3. Carton labels.

Ask the 3PL how it wants cartons marked and send those instructions to your manufacturer before shipment. Clear labels with SKU, quantity, lot and expiry on every carton speed up receiving.

  4. Connect your channels.

Install the integration, map SKUs, and set shipping methods and packaging rules (gift sets, inserts, fragile items).

  5. Receive and count.

Compare the 3PL's received count with the packing list. Report any difference within the contract's time limit.

  6. Test orders.

Ship a handful of orders to yourself and to a friend in another region before you open sales.

  7. Set reorder alerts.

Feed weekly sales into your reorder point; see the cash flow and reorders guide.

Common mistakes
  • Choosing a 3PL that does not record lot numbers and expiry dates, then being unable to pull one batch or send fresh stock to a marketplace.
  • Comparing 3PLs on pick and pack price alone and missing storage minimums, materials and account minimums.
  • Sending all stock to Amazon FBA and paying peak storage fees, or being stuck when inbound limits change.
  • Shipping alcohol-based toners or aerosols to a warehouse or carrier that is not set up for dangerous goods.
  • Assuming the 3PL is your UK or EU Responsible Person.
  • Planning to ship every order from Korea after the US and EU removed duty-free treatment for low-value parcels.
  • Leaving stock in a hot container or unheated warehouse without asking about temperature.
  • Not testing orders before launch day.
Checklist
  • Order profile written: SKUs, units per order, monthly orders, channels, countries
  • Fulfillment model chosen per channel (3PL, FBA, WFS, FBT, MCF)
  • 3PL confirms lot and expiry capture and FEFO picking
  • SDS, barcode, dimensions and carton data sent for every SKU
  • Storage temperature in summer and winter confirmed
  • Hazmat capability confirmed for any alcohol-based or aerosol product
  • One month of real orders priced through every quote
  • Contract checked for liability, notice period and stock release
  • Marketplace expiry and hazmat rules read for each channel
  • Importer, customs broker and responsible person arranged for each market
  • Test orders shipped and checked
  • Reorder alerts set from weekly sales

How KoreanOEM helps

Your warehouse is only as good as the data and cartons that arrive. We prepare both in Korea.

  • An SDS (MSDS), COA and specification for every product, included, ready for your 3PL, carriers and Amazon's hazmat review.
  • A packing list with carton counts, sizes and weights for every shipment, which your 3PL uses to book and check receiving.
  • A label proof check before printing, so the batch, expiry and importer details your market and marketplaces need are on the label; see label proof check. Retail carton needs are on retail-ready packaging.
  • Shipment to your warehouse or fulfillment center through your forwarder, or a freight quote from us once cartons are packed. Prices are FOB Incheon.

Frequently asked questions

Do I need a 3PL for my skincare brand?
Not at the start. Many brands pack their own orders for the first months, then move to a 3PL once orders reach a steady daily volume or they add wholesale and several channels. Move earlier if you sell abroad, ship hazmat products or cannot keep stock in a cool, dry place.
What should a 3PL do differently for cosmetics?
It should record the lot number and expiry date of every unit at receiving, pick the earliest expiry first (FEFO), keep an SDS for every product, store stock away from heat and frost, and handle alcohol-based or aerosol products as dangerous goods if you sell any.
Is Amazon FBA or self-fulfillment better for skincare?
FBA gives Prime delivery and handles Amazon orders for you, but it charges fulfillment, storage, aged stock and inbound fees and applies its own expiry and hazmat rules. Many brands keep most stock at a 3PL and send Amazon only what it will sell in the next 4 to 8 weeks.
Can I ship skincare orders directly from Korea to customers?
You can, but it is slow and costly for a brand. The US suspended duty-free de minimis entry for low-value parcels and the EU added a flat customs duty on low-value parcels from July 1, 2026, so every parcel now faces duty and clearance. Importing in bulk to a warehouse in your market is usually cheaper and faster.
How much does a 3PL cost for skincare?
It depends on your volume, product size and location, so there is no single price. Fees usually include receiving, monthly storage, pick and pack per order and item, packaging materials and sometimes a monthly minimum; price one real month of your orders through three quotes.
Does Walmart Fulfillment Services accept skincare?
Yes, with rules. Walmart treats skin creams and cosmetics as items with a shelf life, wants expiration dates in MM-DD-YYYY format, treats items within 60 days of expiry as problem inventory, and does not accept fully regulated hazmat or items that need temperature control.
Can one warehouse serve the US and Canada?
It can, but check duty first. Korean goods shipped into Canada from a US warehouse may not get the Korea-Canada FTA rate if direct transport rules are not met, and Canada needs bilingual labels and a Cosmetic Notification Form, so ask your customs broker before you plan one stock pool.
