How much does it cost to start a skincare line? A realistic 2026 budget
Three budget tiers for a first line, from one hero product to a full launch, with every cost itemized and labeled as a factory price, an official fee or a typical market range.

In 2026, most first skincare lines cost about $3,000 to $8,000 for one product, $9,000 to $20,000 for a three-product routine, and $30,000 or more for a bigger launch, before advertising. Manufacturing is often less than half of that. Packaging, testing, trademark, branding, photos, freight, duties and insurance make up the rest.
Every number below says where it comes from: KoreanOEM starting prices for production, official fees published by a government office or platform, or typical market ranges for services you buy elsewhere.
How much does it cost to start a skincare line? The budget table
The table compares a lean one-product launch with a three-product routine (toner, serum and cream). Both assume a library formula, a stock container and a one-color label, which is what our starting prices include.
| Cost item | Lean: 1 product | Routine: 3 products | Where the number comes from |
|---|---|---|---|
| Lab samples | $0 | $0 | Our library samples, free for qualified projects |
| First production, 500 units each | $1,050 (toner) to $1,850 (serum) | $1,050 + $1,850 + $1,550 | Our starting prices |
| Printed boxes | $0 to $750 | $450 to $2,250 | Typical range, $0.30 to $1.50 a unit |
| Tests and documents | On your quote | On your quote | Itemized on our quote |
| US trademark, 1 class | $350 | $350 | USPTO base fee, 2026 |
| Logo and label design | $0 to $1,000 | $1,000 to $3,500 | Typical freelance range |
| Website, first year | $60 to $500 | $350 to $1,000 | Shopify plan and domain |
| Product photos | $0 to $300 | $500 to $2,000 | Typical freelance range |
| Launch samples | 25 to 50 units | 75 to 150 units | Taken from your first run |
| Freight, duties, clearance | $600 to $1,400 | $1,500 to $3,000 | Typical for air freight to the US |
| Barcodes | $30 | $90 to $250 | GS1 US price list |
| Liability insurance, 1 year | $500 to $1,200 | $500 to $1,500 | Typical premium |
| Total before ads | About $3,000 to $8,000 | About $9,000 to $20,000 | Our estimate |
Totals include a small allowance for courier costs, tests and documents. Packaging is the biggest swing factor: custom colors, hot stamping and printed boxes add money and weeks.
Cost to start a skincare line: the three budget tiers
Lean launch: one hero product, about $3,000 to $8,000
One product, 500 units, a library formula in a stock bottle. At KoreanOEM a toner starts from $2.10 and a serum from $3.70 per unit at 500 units, so first production costs $1,050 to $1,850.
You design the label yourself, shoot photos in daylight and sell from a simple Shopify store. This tier tests demand before you spend on a range. If money is tighter still, read how to start a skincare line with no money.
Three-product routine: about $9,000 to $20,000
A toner, a serum and a cream make a routine customers can buy as a set, which raises the value of each order and spreads shipping and ad costs. Three runs of 500 units at starting prices come to $1,050, $1,850 and $1,550. Printed boxes, a freelance designer and a proper photo set take most of the rest.
Bigger launch: $30,000 and up
Four to six products at 1,000 to 3,000 units each, custom decoration or a custom formula, agency branding, video and a paid launch. Volume lowers the unit price: a serum estimated at $2.96 per unit at 1,000 units is estimated at $2.41 at 3,000. A custom formula adds a development fee (credited against your first order) and takes 12 to 16 weeks instead of about 10. For per-unit numbers at volume, see what 1,000 units of Korean skincare cost.

Samples and formulation
A library formula is an existing formula from the manufacturer's range, so there is no development work. We ship library samples free for qualified projects, in about 10 to 14 days from your brief. A custom formula carries a small development fee, credited against your first order, and the formula stays yours, with the full INCI list.
First production
This is the filled, labeled product: formula, bottle, cap and a one-color label. The minimum is 500 units for most skincare and 1,000 for sheet masks and sunscreen. Against the 500-unit price, unit prices are about 20% lower at 1,000 units, 35% lower at 3,000 and 42% lower at 5,000. Every starting price is on our products page.
Packaging upgrades
Stock bottles, jars, tubes and pumps carry no tooling cost. Custom colors, silk screen or hot stamping, and printed boxes are quoted separately, and each decoration design needs a one-time plate or die. In the wider market, printed boxes typically cost $0.30 to $1.50 a unit at small runs, depending on board, finish and foil. Compare stock options on our packaging page first.
Testing and compliance
Stability, challenge (microbiology) and patch tests are planned into every project we make and itemized on the quote. Your market adds its own paperwork. In the US that is the FDA product listing under MoCRA, which carries no FDA fee. The EU needs a CPNP notification through an EU Responsible Person, and the UK an SCPN notification.
US labels must show the ingredients in descending order, the net quantity, the brand's name and place of business, and a US address, phone number or website for adverse event reports. Sunscreen is an over-the-counter drug in the US, so we quote it case by case.
Trademark
Skincare sits in Class 3 (non-medicated cosmetics). As of 2026 the USPTO base application fee is $350 per class, plus $100 if the application lacks required information and $200 if you write your own description of goods instead of using the ID Manual. An intent-to-use filing adds $150 per class for the statement of use. Search the USPTO database before you print labels, because a rename after production means reprinting everything.
Design, website and photos
A freelance designer typically charges $500 to $3,500 for a logo, label artwork and box dielines, depending on how many products you launch. Our team adapts your logo to the container and writes compliant label copy.
In the US, Shopify's Basic plan is $39 a month, or $29 a month billed yearly, and the $5 Starter plan sells through social media and product links instead of a full store (2026 prices, which vary by country). Card payments on Basic cost 2.9% plus 30 cents per online order, and a domain typically costs $10 to $25 a year.
A freelance product photographer typically charges a few hundred dollars to $2,000 for a first set; for a lean launch, daylight and a recent phone are enough.
Launch samples
Set aside 5% to 10% of your first run for creators, stockists and early reviews: 25 to 50 units of a 500-unit batch.
Freight and duties
Air freight takes about 5 to 10 days and suits first runs. Sea freight takes 4 to 6 weeks and costs less per unit on bigger orders.
As of September 2026, goods made in South Korea pay a combined 12.5% US duty under a Section 301 action in force from July 24, 2026. That 12.5% includes the normal rate, which is 0% for most skincare (HTS 3304.99.50), so it is usually the whole duty: $125 for every $1,000 of goods. US tariff rules changed several times in 2025 and 2026, so confirm the rate with your customs broker before you order.
Insurance
Product liability cover protects you if a customer claims a reaction or injury, and many retailers ask for proof of it. Insureon, a US insurance broker, puts the median small-business general liability premium at about $45 a month. Beauty product policies rise with sales, so budget $500 to $1,500 a year and compare two quotes.
How much do I need to start a skincare business?
The launch budget gets product to your door, not into customers' hands. Plan three more pots of money:
- Marketing for the first three to six months. Ads, creator seeding and content. We suggest holding at least as much for marketing as your first production run costs.
- Reorder cash. Our reorders take 4 to 6 weeks, so order again when your sales pace says about two months of stock are left.
- Fixed costs. Store plan, apps, email tool, insurance and bookkeeping run every month, sales or not.
You pay a deposit when you order and the balance before shipment, never the full amount up front, but you still pay for stock before you sell it. To see how the money comes back, work through the unit economics in is a skincare business profitable.
How much does it cost to start a skincare line in the UK?
Production costs the same and freight is similar. The differences are fees, people and tax:
- Trademark: £205 to file online in one class, plus £60 for each extra class, with the UK Intellectual Property Office (2026).
- Responsible Person: every cosmetic sold in Great Britain needs one with a UK address (no PO boxes or mail forwarding). If you are not UK based, you appoint a company that provides this service.
- Safety assessment and notification: a qualified safety assessor must sign off each product before sale, and the product is notified through the government's SCPN service. We prepare the SCPN file.
- Import: most skincare has a 0% UK tariff, with 20% import VAT on top.
- Website: Shopify's Basic plan is £25 a month, or £19 a month billed yearly.
Assessors and Responsible Person services price per product, so ask for quotes early. When you want real numbers for your own products, request a written quote: it arrives within one business day and itemizes formula, packaging, decoration, tests, documents and freight.
