What each marketplace asks a skincare brand to prove
Reviewed by our formulation chemist team. Updated October 2026.
One table for Amazon, TikTok Shop, Walmart, Etsy, Shopify, Shopee, Lazada, Qoo10, Noon, Nykaa, Ulta, Sephora and Target Plus: who may sell, how you prove the brand, which product documents each one checks, and where every document comes from.
Almost every marketplace asks a skincare brand to prove four things: that you own or are allowed to sell the brand (a trademark or an authorization letter), that the product is legal in that country (in the US a label that meets FDA rules, a MoCRA product listing and an FDA registered factory; in the EU and UK a Responsible Person and a CPNP or SCPN notification), that each unit can be traced (a batch number and an expiry date on every unit), and, for flammable or pressurized products, how it ships (an SDS). Amazon, TikTok Shop US and Walmart check these in their own reviews; Shopify leaves it to you and your payment provider; Shopee, Lazada, Qoo10, Noon and Nykaa mostly rely on the local registration held by a local company.
The comparison table
Read each row as "what this platform will ask you before or while you sell a cosmetic skincare product". "Not published" means the platform does not state it on a public page we could read in October 2026; ask the platform's seller team. Drugs (sunscreen in the US, acne treatments, anything with a Drug Facts panel) follow stricter rules on every platform and are left out of this table.
| Platform | Who can sell | Brand proof | Category approval | Product documents | Label rules enforced | Insurance | Hazmat |
|---|---|---|---|---|---|---|---|
| Amazon US | Businesses and individuals from many countries, including Korea, with ID, bank account and card | Brand Registry: registered or pending trademark plus brand on product | Beauty is not on Amazon's list of categories that need approval; single brands, ASINs and some product types are restricted | On request: purchase invoices (within 180 days), product photos, brand authorization, safety documents; skin lightening needs an ISO 17025 lab report, a GMP certificate and FDA facility and product listing forms | US law including MoCRA: English label images with ingredients, net content in US units, warnings, adverse event contact; lot number or matrix code on the pack; expiry date for FBA | USD 1 million per occurrence once proceeds pass USD 10,000 in a month; from November 2, 2026 from the first sale in enhanced safety categories | Dangerous goods review: SDS or exemption sheet for flagged products |
| Amazon EU and UK | Same seller account types; VAT registration where you store or sell | Brand Registry with an EU or UK trademark, or the same pending rules | As in the US, restrictions per product | The law requires an EU Responsible Person and CPNP notification (EU) or a UK Responsible Person and SCPN notification (GB) before sale | EU or UK label: Responsible Person name and address, origin, ingredients, best before or PAO, batch; online offers must show manufacturer and EU responsible person details (GPSR) | Not published as a fixed rule for these stores; check Seller Central | Dangerous goods review as in the US |

The deep guides go further for the big channels: selling skincare on Amazon, selling on TikTok Shop and selling on Shopify. The short US checklist for both marketplaces is in Amazon and TikTok Shop requirements.
The four things every platform checks
- You may sell this brand
Your own brand is proved with a trademark: registered, or a pending application for Amazon Brand Registry. A reseller proves it with an authorization letter from the brand owner and invoices that trace the goods back to the maker. File the trademark on day one; see how to trademark a brand name and trademarks abroad.
- The product is legal where you sell it
Platforms do not approve cosmetics themselves; they check that the legal steps are done. In the US that means an FDA registered facility, a MoCRA product listing by the brand on the label and an FD&C compliant label (see MoCRA in depth). In the EU a Responsible Person, a safety report and a CPNP notification (see EU cosmetics regulation). In Great Britain a UK Responsible Person and SCPN (see UK cosmetics regulation). In Asia and the Gulf, a notification or registration held by a local company.
- Each unit can be traced
A batch (lot) number on every unit, and an expiry date in the format the platform reads. Amazon and TikTok Shop both reject or remove stock with missing, covered or mismatched dates. Shelf life comes from stability data; see shelf life, PAO and preservatives.
- It ships safely
Most water-based creams and serums are not dangerous goods. High-alcohol toners, perfumed mists and aerosols can be. The SDS (safety data sheet) for the exact formula answers the question for Amazon, carriers and warehouses; see shipping hazmat cosmetics.
Amazon US
Amazon's "Cosmetics, skin and hair care" policy names the FD&C Act, the Fair Packaging and Labeling Act and MoCRA. If asked, you must send full English label images showing the ingredient list, a statement of what the product is, net contents in US units, warnings and a US address, phone number, website or email for adverse event reports. Offers must be new and sealed with a lot number, serial number or matrix code on the pack, and Amazon says submitted documents must be originals, not computer or AI generated. Listings may not show the FDA logo or say "FDA approved", and may not make disease claims: "reduces the appearance of wrinkles" is allowed, "eliminates wrinkles" is not.
Beauty is not on Amazon's list of categories that need approval in October 2026, but single products and brands can be restricted. When Add Products shows "Apply to sell", Amazon asks for purchase invoices dated within 180 days, photos of all sides, brand authorization if you are not the owner and safety documents where required, and reviews in 2 to 7 business days. Skin lightening products go further: an Amazon-authorized testing company must hold an ISO 17025 lab report from the last 12 months, a cGMP certificate covering ISO 22716 or an equivalent (Amazon names Korea cGMP), and the FDA facility registration and product listing forms (FDA Forms 5066 and 5067). Insurance, FBA expiry rules and the hazmat review are covered in selling skincare on Amazon; insurance in full in product liability insurance.
Amazon EU and UK
The EU Cosmetics Regulation (EC) No 1223/2009 allows only products with a Responsible Person established in the EU on the market (Article 4), notified on the CPNP before sale (Article 13), with the Responsible Person's name and address and, for imports, the country of origin on the label (Article 19). The General Product Safety Regulation (EU) 2023/988, applying since December 13, 2024, adds that online offers must show the manufacturer's name and postal and electronic address and, when the maker is outside the EU, the EU responsible person. Amazon's EU stores collect these details in the listing; the exact fields sit behind the Seller Central login. Great Britain works the same way with a UK Responsible Person and the SCPN notification. Fees as of October 2026: Amazon UK's Professional plan is GBP 25 a month excluding VAT with a beauty referral fee of 8% up to GBP 10 and 15% above; Amazon Germany's is EUR 39 a month excluding VAT with 8% up to EUR 10 and 15% above.
TikTok Shop US and UK
In the US, Beauty and Personal Care is a restricted category: you apply in the Qualification Center at category or product level. TikTok's US beauty policy (updated September 2026) says manufacturers, importers and repackers may need proof of FDA facility registration where the facility name matches the label, accepted as a third-party verification letter or a screenshot from the FDA portal, or a MoCRA small business exemption self-attestation, plus label images. Resellers may need an English invoice issued within 365 days. Products must have at least 365 days of shelf life at delivery or disclose it in the listing, and nothing more than 3 years old may be sold. The UK beauty policy asks for the full INCI list on the product page and a readable label photo, and tells sellers to keep the safety report, PIF, CPNP or SCPN record and Responsible Person details ready. Details and fees: selling skincare on TikTok Shop.
Walmart Marketplace
Walmart lists personal care and beauty among the categories that need its pre-approval, and its cosmetics policy (updated July 2026) asks that products comply with the FD&C Act and the Fair Packaging and Labeling Act, come from FDA registered facilities that follow GMP, and be listed with FDA where applicable. The listing must show identity, net quantity, ingredients, directions and the manufacturer or distributor. The policy bans disease and structure or function claims, promises of permanent results, misleading before and after images, skin whitening products, products tested on animals and testers or samples, and asks for substantiation of "natural" or "clean" claims. Skin brightening products need lab tests showing mercury at 1 ppm or less. In July 2025 Walmart told sellers it would restrict beauty and personal care listings to brand owners, authorized distributors and other mature sellers, and asked for documents per item such as chain of title invoices, FDA registration and listing or MoCRA documents, authorization letters, test reports or claim substantiation (reported by PPC Land; check your Seller Center). The referral fee for beauty is 8% at USD 10 or less and 15% above, with no monthly fee. A full Walmart guide is planned at selling skincare on Walmart.
Etsy
Etsy is for items made, designed, handpicked or sourced by the seller. "Designed by" covers your own designs made with a production partner, as long as you disclose the partner and where the item ships from; whether a skincare brand with a factory-made formula fits that category is Etsy's call, so read its creativity standards first. Etsy prohibits medical drugs and items making certain medical claims, and keeps a list of ingredients that may not be used in cosmetic items. Fees as of October 2026: USD 0.20 per listing, a 6.5% transaction fee on the price plus shipping, payment processing of 3% plus USD 0.25 for US shops (other rates by country), and Offsite Ads of 12% or 15% of attributed orders. See selling skincare on Etsy.
Shopify (your own store)
Shopify does not review your products. The rules that apply are the law of each country you ship to, the restricted business lists of your payment provider, and consumer law on returns, reviews and marketing consent. Shopify Payments works in 41 countries in October 2026, not including South Korea, so a seller without a company in a supported country uses a third-party payment provider and pays Shopify's extra transaction fee on that plan. Stripe's restricted list bans pseudo-pharmaceuticals that make harmful claims and restricts CBD; plain cosmetics are not on it. Full setup in selling skincare on Shopify.
Shopee and Lazada
Shopee's Korean cross-border program needs a Korean business registration certificate and starts sellers in Singapore, then opens other markets such as Malaysia, the Philippines, Vietnam, Thailand, Taiwan, Brazil and Mexico. Lazada's LazGlobal cross-border registration lists South Korea as a base country. Neither platform replaces the cosmetic notification in each country, which a local company holds: Shopee Philippines, for example, asks sellers of regulated items to upload an FDA License to Operate and the product's CPR or CPN through its permit page. Shopee Mall in the Philippines asks brand owners for a trademark covering the Philippines and distributors for an authorization letter; LazMall in Malaysia asks for a trademark certificate or a brand authorization letter. New sellers get commission-free periods (90 days on Shopee Philippines, 120 days on Lazada Malaysia, 90 days on LazGlobal, as published in October 2026). See selling on Shopee and Lazada and the planned ASEAN cosmetics regulation guide.
Qoo10 Japan
Qoo10 Japan lets anyone open a shop regardless of nationality, except sellers from countries under US sanctions, and has a Korean-language seller section. As of its March 2025 fee table, there is no monthly fee and beauty pays a 10% sales fee (card processing included), plus 2% when the payout account is outside Japan or goods ship from outside Japan, and JPY 150 per payout. Japanese law is the hard part: importing cosmetics as a business needs a licensed marketing license holder in Japan that files each product and is named on the Japanese label. See Japan cosmetics regulation and selling on Qoo10.
Noon
Noon's seller rules sit behind its partner login, so we could not confirm them on a public page. The law decides most of it anyway: in Dubai no cosmetic may be imported, advertised or sold unless it is registered in Dubai Municipality's Montaji system, the federal MoIAT conformity certificate applies across the UAE, and Saudi Arabia needs an SFDA listing. A local company holds these registrations. See launching a K-beauty brand in Dubai and selling on Noon.
Nykaa
Nykaa's seller portal is also login only. Under Rule 12 of India's Cosmetics Rules 2020, no cosmetic may be imported unless it is registered with the Central Licensing Authority (CDSCO): the Indian importer applies on Form COS-1 through the SUGAM portal and receives the registration certificate on Form COS-2, with a power of attorney from the manufacturer. So the practical route to Nykaa starts with an Indian importer or distributor who will hold that registration. See India cosmetics regulation and selling on Nykaa.
Ulta, Sephora and Target Plus
These are retail buyers or invite-only marketplaces, not open sign-ups. Ulta Beauty Marketplace is invite only through RangeMe and needs a US-registered business with a W-9 (a W-8 is not accepted), an EIN, a US address and bank account, shipping from a US fulfillment center within 2 business days, and a UPC on every item including bundles. Target Plus is invite only and needs a US business with a W-9, EIN, DUNS number and a commercial US address (not a residential address, PO box, registered agent or virtual office), a trademark certificate or letter of authorization, GS1 UPCs and hazmat items registered with UL WERCSmart. Sephora's "Clean at Sephora" products are formulated without certain ingredients such as parabens, sulfates, phthalates and mineral oils, per its published list. Retail vendor terms (insurance limits, EDI, chargebacks, testing) are shared once you are in talks; see getting into Ulta and Sephora and retail-ready packaging.

Which test reports platforms ask for
Few platforms ask for test reports on a plain cosmetic. The cases where they do, as of October 2026:
- Amazon US, skin lightening: an ISO 17025 lab report from the last 12 months, through an Amazon-authorized testing company.
- Walmart, skin brightening: lab tests showing mercury at 1 ppm or less; and reportedly third-party test reports or claim substantiation as alternative documents for beauty listings.
- Claims on any platform: "dermatologist tested" needs a dermatological test, "hypoallergenic" usually an HRIPT, and "clinically proven" a study. A platform or retailer can ask for the report behind any claim; see what you can claim and patch test and HRIPT.
- Retail buyers: stability and preservative efficacy (challenge test) data are common asks in vendor reviews; see skincare product testing.

- Buying stock before checking whether the platform restricts your exact product type, for example skin lightening on Amazon or any whitening claim on TikTok Shop and Walmart.
- Printing the expiry date in a format the platform does not read, or covering a printed date with a sticker, which TikTok Shop forbids.
- Submitting a generic SDS for "a toner" instead of the SDS for the exact formula in the box.
- Assuming one registration covers every market: a US MoCRA listing does nothing for the EU, and an EU CPNP notification does not count in Great Britain.
- Listing claims on the platform that are stronger than the label, or letting creators say "treats acne" in videos.
- Waiting for the trademark to register before applying to Brand Registry, when a pending application filed through IP Accelerator is enough to start.
- Planning to sell in Asia or the Gulf with no local company to hold the notification.
- Trademark filed in each country you will sell in, with the brand on the pack
- Authorization letters ready for any reseller or distributor
- Product type checked against each platform's restricted and prohibited lists
- US: FDA registered facility confirmed, MoCRA product listing filed, label with an adverse event contact
- EU or UK: Responsible Person appointed, CPSR done, CPNP or SCPN notified before sale
- Asia, Gulf, India: local importer or holder named, notification or registration filed
- INCI list, SDS, COA and GMP certificate copy saved as PDFs, one folder per SKU
- Batch number and expiry date on every unit, in each platform's format
- GS1 barcode per product and size
- Claims on listings match the label and avoid disease words
- Product liability insurance in place before the first marketplace sale
- Hazmat status known for every alcohol-based, perfumed or aerosol product
How KoreanOEM helps
KoreanOEM is a Korean skincare OEM and private label manufacturer: we develop your formula and produce it in Korea, and we prepare the documents marketplaces ask for with the product, not afterwards. Best price, best cost and the lowest minimum order you cannot find anywhere else. We believe in our customers' vision rather than our own profit, so even if we lose money at the beginning, we still support you.
- Production at an ISO 22716 facility in Pyeongtaek that is FDA registered, with our own staff on site; the GMP certificate copy for your files.
- INCI list, SDS, COA, specification and stability data for every product, included; the full INCI list after the NDA, which you sign online in My page.
- Registrations: MoCRA product listing USD 150 per SKU, EU and UK files through our partner, Certificate of Free Sale, and documents for importers in other markets. See certifications and documents and all fees.
- Batch and expiry on every unit in the marketplace format, and a label proof check before printing.
- Minimums from 500 units for serums, creams and other library formulas. First orders below 500 units are possible when you share your growth plan (expected volumes for the next orders), reviewed case by case.
