Ireland applies the EU Cosmetics Regulation, supervised by the Health Products Regulatory Authority (HPRA), with labels in English, or Irish and English.
What Ireland requires
No approval before sale, but every product needs an EU Responsible Person, a safety report and a CPNP notification. Here is who does what.
An EU Responsible Person
Each product needs a Responsible Person established in the EU. For imported products that is the importer, unless it appoints another EU person in writing.
Safety report and product file
A safety assessor signs the cosmetic product safety report, which also backs the best before date and period after opening. The full INCI list and the tests planned into your project feed it.
CPNP notification
Before sale the Responsible Person notifies each product on the EU's CPNP, and one notification covers every EU country. We prepare the file.
An English label
In English, or Irish and English: the Responsible Person's address, weight or volume, best before date or period after opening, precautions, batch number, function and the INCI list.
Northern Ireland and Great Britain
Northern Ireland follows the EU rules, so the CPNP route applies there. Great Britain needs a UK Responsible Person and its own SCPN notification, and we prepare that file too.
Duty and VAT
Skincare under CN code 3304 99 00 pays 0% EU customs duty, from Korea as from any country. The Irish standard VAT rate is 23%.

Planning an SPF for Ireland?
