Korean cosmetics exports to the UK reached $230 million in 2025, up 53.8%, then $246 million in the first half of 2026 alone (MFDS 2025, H1 2026).
What Great Britain requires
No license or approval before sale, but every product needs a UK Responsible Person, a safety report and a notification. Here is who does what.
A UK Responsible Person
Each product needs a Responsible Person established in the UK: your UK company, your importer or a provider you appoint in writing. It keeps the product information file, in English, at a UK address.
Safety report
A qualified safety assessor signs a cosmetic product safety report for each product. The full INCI list and the stability, challenge and patch tests planned into your project feed it.
SCPN notification
Before a product is made available in Great Britain, the Responsible Person notifies it on the Submit Cosmetic Product Notification service. We prepare the file; your Responsible Person submits it.
A UK label
The Responsible Person's name and address, Made in Korea, contents by weight or volume, a best before date or period after opening, precautions, batch number, function and the ingredient list.
Northern Ireland
Northern Ireland follows the EU rules: products are notified on the EU's CPNP by a Responsible Person in Northern Ireland or the EU. We prepare that file too.
Duty, VAT and EORI
Skincare under commodity code 3304 99 00 00 pays 0.00% duty, with 20% import VAT on top. The importer needs a GB EORI number.
