What Singapore requires

Singapore follows the ASEAN Cosmetic Directive. HSA does not approve cosmetics, but each one is notified before sale. Here is who does what.

Manufacturers and importers notify each product to HSA through PRISM before supplying it in Singapore, one notification per variant, such as each scent or shade. Re-notification is due after one year.

HSA does not evaluate cosmetics. The notifying company answers for safety and quality, keeps supply records for two years, gives HSA safety and technical data on request and reports adverse events.

Sunscreen under ASEAN rules

Sunscreen is a cosmetic in Singapore. It may only use the UV filters permitted in Annex VII of the ASEAN Cosmetic Directive and follows the ASEAN sunscreen labeling guideline.

Who notifies HSA?
