Updated rules for cosmetics apply from 1 January 2026, and cosmetics containing PFAS may not be imported from 1 January 2027 (EPA).
What New Zealand requires
Cosmetics fall under the EPA's Cosmetic Products Group Standard, set under the HSNO Act. Nothing is filed before sale, but every product must comply. Here is who does what.
The Cosmetic Products Group Standard
No product registration: the New Zealand importer or manufacturer assigns each product to the group standard, keeps a record of the assignment and makes sure the product complies.
Ingredient schedules, updated
Every ingredient must meet the group standard's schedules, updated from 1 January 2026. Cosmetics containing PFAS cannot be imported from 1 January 2027, or with more than 10% homosalate from 1 July 2027.

Sunscreen and AS/NZS 2604
Sunscreen is a cosmetic in New Zealand. Products covered by the Sunscreen (Product Safety Standard) Act 2022 must meet the AS/NZS 2604:2012 standard.
Duty and GST
Customs duty depends on the classification and origin of the goods, and GST of 15% applies to imports. Your importer or customs broker confirms both.
Australia is different
In Australia the importer registers with AICIS, and primary sunscreens are TGA therapeutic goods, so the same product can need different steps on each side.
