Korean cosmetics exports to the Netherlands reached $138 million in 2025, up 42.8%, then $177 million in the first half of 2026 alone (MFDS 2025, H1 2026).
What the Netherlands requires
The Netherlands applies the EU Cosmetics Regulation, and the NVWA supervises it, with Dutch required for part of the label. Here is who does what.
An EU Responsible Person
Each product needs a Responsible Person established in the EU. For imported products that is the importer, unless it appoints another EU person in writing.
Safety report and product file
A safety assessor signs the cosmetic product safety report, and the Responsible Person keeps the product information file. The full INCI list and the tests planned into your project feed both.
CPNP notification
Before sale the Responsible Person notifies each product on the EU's CPNP. We prepare the file.
Dutch on the label
The function, the directions for use, any warnings or precautions, the contents and the durability must also appear in Dutch.
One notification, many labels
A CPNP notification covers every EU country, with no national filing on top. Each country sets its own label language, so selling on to Germany, for example, needs German text.
Duty and import VAT
Skincare under CN code 3304 99 00 pays 0% EU customs duty, from Korea as from any country. The Dutch standard VAT rate is 21%.

Planning an SPF for the Netherlands?
Sunscreen is a cosmetic in the EU. The Commission recommends UVA protection of at least a third of the SPF, the SPF shown with a category from low to very high, and no claims such as sunblock or 100% protection. See private label sunscreen.
