What Canada requires
Health Canada does not approve cosmetics before sale, but it must be notified, and labels are bilingual. Here is who does what.
Cosmetic Notification Form
Every manufacturer and importer notifies Health Canada at the latest 10 days after first selling a cosmetic in Canada. We supply the full INCI list and product information for the form.
Cosmetic Ingredient Hotlist
Health Canada's Hotlist names the prohibited and restricted ingredients. Name Canada in your brief so the formula is planned for it from the first sample.
An English and French label
The product identity in English and French, the INCI ingredient list, net quantity in metric units, a consumer contact and the dealer's name and principal place of business.
Fragrance allergens
Since April 12, 2026, 24 fragrance allergens are named in the ingredient list above 0.01% in rinse-off or 0.001% in leave-on products. New cosmetics add a longer list from August 1, 2026.
Sunscreen needs a DIN or NPN
Sunscreens are non-prescription drugs or natural health products in Canada, depending on their active ingredients, and need a DIN or NPN before sale.
Customs and duty
Skincare under tariff item 3304.99.90 carries a 6.5% MFN rate. Goods of Korean origin enter free under the Canada-Korea Free Trade Agreement (tariff treatment KRT).
